Why not foam and deadener

You can put deadener on the back of the plate, but I'd skip the foam layer. The butyl is fine, but foam holds water and dirt and turns into a nasty sponge over time. The easiest fix that actually lasts is a silicone license plate frame, it cushions the plate on all sides so it stops buzzing against the car.

If you still get a little noise after that, a couple of small rubber washers under the screws usually finishes it off.
